The thought process here is that “congressionally approved” does not mean “congressionally mandated” Executive decides.
What gets lost in the battle of hyperbole is the mechanics and actual debate. These "tax payers funds" were congressionally approved ... aka all the pork we already know about with omnibus spending. But it's the Executive branch that oversees the management distribution. That's what I'd like to hear more about. Actual education of voters, not shiny-object-go-click.

Your stance is confusing. First I saw you point out his comments are inline with state law. Now he needs to be investigated. I think these comments are tied to 5599 and now the undoing of Parent’s Right legislation. But I’m waiting for our bureaucratic overlords to stop pouncing and start explaining/messaging.
