Ayungin (Second Thomas) Shoal is a submerged reef more than 1,138 km from China. The spurious and excessive nature of China's claim to continuous sovereignty and jurisdiction "since ancient times" is about as realistic as a Wuxia movie.

CN is undertaking acts knowingly against another State’s vessels to unlawfully force PH to act against its will. That should already qualify as a threat, even if not the use, of force against another State, in violation of the UN Charter, lack of armed attack notwithstanding.

PH is not (a) sending hundreds of ships into CN EEZ/CS to keep them from fishing or exploring for oil, (b) sailing more than 1,130km to stake an imaginary sovereignty claim over a submerged reef near CN coast, (c) sending more & more ships to aggressively endanger unarmed ships.

Clear proof that China will apply the CCG Law anywhere they want. Second Thomas (Ayungin) Shoal is a low-tide elevation that's part of the PH EEZ/continental shelf. There is no island/high-tide elevation anywhere near it.
