Red lining segregated them without officially segregating them. Then crack was funneled into their communities, for which those that took it and ruined the community are as much as responsible as the CIA that did the funneling for the Iran Contra BS. Because of lingering racial sentiments, the inability for the Black Businesses in general to compete with White Businesses post segregation resulted in crushing poverty. During segregation white companies were permitted to trade overseas but black ones could only trade within the country. Then they instituted the Welfare state which incentived women to divorce their husbands and take em to the cleaners in family court. Then they funneled money into the Cartels and instituted the War on Drugs. Perhaps it wasn't all one giant plan to turn the Black Community into what it is today but there were at least scores of plans at a national scale that resulted in it by people who did hate Black people.
