Very happy to have secured a positive outcome for my client UO in a judicial review claim against Redbridge Council. Turned into a JR of a housing needs assessment combined with a quasi s204 appeal of suitability. Much thanks to @JJackson46664 for excellent representation

@AdamWagner1 To (3) the principle of legality would go no further than s.3 HRA (which is stronger), and (4) would only come into play if we're concerned with implied repeal (not express derogation, which s.6(2) HRA prices into the HRA scheme). I hope and would love to be wrong
