The United States @DeptofDefense’s @IrregularWarCtr (IWC) is excited to share our latest published research study, “The Role of Non-State Actors as Proxies in Irregular Warfare and Malign State Influence,” by author Sam Mullins. This paper explores the ways that states benefit from the activities of non-state actors (NSAs) as tools of irregular warfare (IW), with a particular focus on China and Russia. An examination of the historical relationships between state and non-state actors reveal that while proxies provide many potential advantages to their authoritarian patrons, they also present significant problems. The paper further demonstrates how China and Russia each utilize a wide range of NSAs in a similarly broad spectrum of irregular warfare activities, including low-level persistent operations designed to erode adversaries’ institutions over time, to much more kinetic operations that directly challenge the territorial integrity of other sovereign states. As we closed out 2024, we’re celebrating the incredible strides made by the IW Functional Area Networks (FANs) and the continued growth of our vibrant community. This year has been defined by collaboration, innovation, and laying the foundation for the future! It’s remarkable to reflect that, just a year ago, the IW FANs didn’t exist. Today, we’ve grown into a thriving network of more than 500 members with notable achievements that are shaping the way we address irregular challenges. Highlights of 2024: ·        Launched the Student Working Group Newsletter: A platform to spotlight achievements, share resources, and foster connections across the network. ·        Established the Counter Threat Finance (CTF) FAN: Addressing critical challenges related to threat finance in IW. ·        Progressed OIE Virtual Working Groups: Building stronger collaboration frameworks and innovative solutions. ·        Formed FAN Mobile Training and Education Teams: Delivering IW expertise to stakeholders worldwide. ·        Enhanced Medical Support to IW: Partnering with organizations to drive significant advancements in readiness and care. ·        This progress has only been possible because of the dedication and passion of our FAN members and the broader IW community. October marked the @IrregularWarCtr (IWC)’s second anniversary since establishing full operating capacity in October 2022 and we’re excited to share our recent Anniversary feature article! Over the past two years, the IWC has generated significant accomplishments and partnerships that are in line with the Center’s overall mission and supporting lines of effort. The IWC was established to serve as the central mechanism for developing the United States @DeptofDefense (DoD)'s irregular warfare (IW) knowledge and advancing the Department’s understanding of concepts and doctrine in collaboration with key allies and partners. The initiatives developed by the Center follow three lines of effort: Amplify, Illuminate, and Address. As the Center celebrates its second anniversary, we look forward to expanding its strategy to strengthen U.S. and allied capabilities in addressing irregular warfare challenges. The IWC’s dedication to hosting regular forums, symposia, and events will drive its mission to enable a cohesive and adaptable community of interest, facilitating the exchange of knowledge and doctrines across the DoD and partner organizations. Looking ahead to 2025 and beyond, the IWC will advance its lines of effort—Amplify, Illuminate, and Address—through continued partner engagements, exercises, and educational programs. Dr. Robert Redding, PhD, @IrregularWarCtr (IWC) WPS SME and @Valens_Global contractor and Denise Cooper, IWC Head of Admissions, recently participated in the 10th Annual @TAMU Symposium on Women, Peace, and Security at the Bush School of Government and Public Service, Texas A&M University. The theme of the 2024 event was “National Security and Homeland Security: The Contribution of Women, Peace, and Security.” The event brought together academic and defense professionals, including representatives from NORAD/NORTHCOM, United States @DeptofDefense’s IWC, @RCAF_ARC | Aviation royale canadienne, and others to explore the critical role of gender considerations in national and homeland security. Topics ranged from disaster response and strategic conflict to insights on irregular warfare and gender-based mis/disinformation. Check out @IrregularWarCtr's (IWC)'s first published book, “The Future Faces of Irregular Warfare: Great Power Confrontation in the 21st Century,” edited by @varshakoduvayur, IWC Senior Analyst and @Valens_Global contractor, James Kiras, PhD, and Rick Newton, PhD. “The Future Faces of Irregular Warfare: Great Power Confrontation in the 21st Century,” is an edited volume of essays on the future evolutions and trends of irregular warfare and competition. Written by leading scholars and practitioners of irregular warfare and national security, the book presents a forward-leaning analysis of how IW between the U.S. and its competitors is likely to play out in several key theatres, such as the Indo-Pacific and the Baltics, and in particular issue sets, such as climate change, misinformation and disinformation, economic coercion, and counterterrorism. The book serves to fill a gap in existing literature on the future trends and applications of IW—while much work has been done on attempting to define IW and show how IW trends are at play currently, less focus has been given to the evolution of IW.
