I think the art style reflects the state Denji’s life is in now—very rough—and the people he is interacting with—very sketchy.
Fujimoto’s art in Part 2 is like a roller coaster man. he dropped the sketchy style from Part 1 and started drawing with such clean lines that some characters almost looked like different people in few panel. Then, he swung back to the sketchiest/rough style he’s ever had...

Huh, I’ve been reading this as 'Number One Devil Hunter' all these years, thinking my boy was putting out peak performance… Turns out they were just calling him a big hater. 😭
