Perhaps I didn't communicate my point well. I'm speaking from the perspective of someone who doesn't know Christ (the offender and the offended), although I've also seen self identifying Christians act in a similar fashion. For context, Assuming someone did something wrong and are too prideful to apologize, does that mean the offended should completely write them off despite seeing the other person take positive steps to correct course? I'm not advocating that people should live in blissful ignorance and immediately trust someone who did something wrong, however, should we not be encouraging? I have an issue with the notion of accountability when in terms of mass outrage because it's impossible to satisfy the arbitrary requirements of what an adequate apology looks like. To your point, I know a lot of people who still don't trust Vance due to his previous statements, however, his actions may hold more weight than publicly admitting he was wrong.
