All he has the authority to do is petition congress for a review and he /White House must submit in writing, each any every “amount” and program/department/grant program/aid program etc asking to review. He cant just “shut it all down boys”. Has to give examples and reasons , not shutting down to go FIND reasons. Once he submits that request, it is still completely up to congress. They can either agree and also look to review this or that, OR if they do not believe its warranted or just, in 45 days it must be released in full to wherever it was originally intended for. The point is, there are processes, constitutional processes and checks and balances. Presidents have great power, they do not have the power to bypass the constitution or processes simply because they think its time consuming or requires EFFORT and actual WORK by POTUS. Not to mention working with the opposing party, all of which we know matter of factly Trump hates doing. Does not like anything that requires him to actually “work” or come together with Democrats or even congress in general. Unfortunately for him, he has no choice with the slim majorities his party holds, along with the almost certainty of losing at least the house in 2026 and possibly both chambers.

So HAD trump submitted official requests for EACH AND EVERY department/program/entity i.e. you have 5 different programs you are seeking to rescind disbursement to, you have to provide 5 official notices to congress. If you have 12, then 12 notices. He also has to name REASONS and need for doing so. Meaning you have to have identified an issue, you cant simply order a shut down en mass and then go looking for _____. Also, if a consumer i.e. farmer, has already signed for and been awarded subsidy or grants, you CANNOT simply “seize” and leave them out to dry the way Trump has done 10s of thousands of farmers. Aside from the additional legal liability he will face(and he will) for doing so, its simply as morally corrupt and tone deaf, dismissive of those who allowed him a second term. Without farmers , he would not have SNIFFED the White House again. There is a process and he has every right to petition congress , 100%. The way he has gone about is categorically unconstitutional and illegal. Its not even arguable. Plain as day.

Roll of the courts/Judges , above all else, is to determine whether an action or order given from the President, is infact legal or constitutional. Thats their job and for a federal judge to stay or intervene in executive orders, they must have been provided SUBSTANTIAL EVIDENCE that the order given, is in fact NOT legal. They DO NOT simply intervene without thought and belief that it is necessary. To that point, thats also what an APPEAL IS, and totally acceptable to appeal any ruling one feels is “wrong”. Thats how LAW WORKS . Very similar to medicine , if you get a diagnosis you have questions about, you get a second opinion. If that second opinion then differs significantly, you likely get a 3rd opinion and when all is said and done, the CONSENSUS opinion is what you typically go with. Judges do make mistakes, while RARELY intentional(Judges just simply are not political they are simply interpreting and applying the law to whatever is before them.) mistakes happen and you can appeal. Over recent history, the facts are, whether its absurd stolen election claims or Jan 6th sentencing, Judges have been overwhelmingly in line with THE LAW, constitution and JUST rulings. In fact the only Justice known to have DEFINITIVELY defied legal context and defied the law based on any sort of “politics” is Judge Eileen Cannon in Florida and we know this because whether conservative appointed Judges or Democrat appointed judges, virtually EVERY SINGLE JUDGE in this country, all but condemned her rulings. If a Judge is flat out wrong, not only will that be at MINIMUM suggested on appeal with higher or appeals court upholding and granting relief in the appeal, but you will have judges nation wide weighing in.
