While you're right the same thing can be then said about all ships in Genshin. Neuvi looking after kid Wrio is not indication of romantic love but sympathy and yet that ship fans use this to say they're implied. This is much more reductive to his character and makes him a creep.

Imo Neuv has more hints about Furina than the opposite. Furina tried to keep her distance and secret while he tried to reach her. He was desperate to protect her despite being an archon, he's a fan of her and wasn't happy about getting his authority because of her sacrifice.
