Also, money sent to other countries buys soft power in those countries. Do you think if US sends money to Egypt and the dictator there pockets the money that the US would complain?

@MarioNawfal I don’t think they are unhappy or baffled. They’re just stating facts. I’m sure that any organization relying on donations and sponsorship knows the ebb and flow of funding. Donors and sponsors come and go.

Think again. Plus— if the US has more important fish to fry in that country, they could sacrifice that amount for it.
