@Scott_Wiener Is CEQA useful? ( Mostly not.) You can ensure that CEQA is a) useful (decision-forcing, not just a report drafted by consultants and lawyers, and b) given judicial deference (rational basis review, not the independent judgment standard currently used)

@Scott_Wiener One over-arching issue: CEQA. Three critical elements: utility (can an EIR be made to be truly useful); speed (can EIRs get done in 6 months); deference (will the court system go back to the rational basis standard like it uses for most other government decisions)?

I hadn’t realized that rooftop PV had essentially flattened demand. So this is why all new solar needs to come with a battery. All new WWS needs to fill in the evening/night time white space.
