NPCs will react to every action. As an example - Trespassing. There is no dialogue (And furnitures) yet, but if they see you entering their home uninvited, they will question you and call for help if you refuse to leave.
(Also a great way to ruin relationships with a faction.)

Looking for a weapon when unarmed, approaching a dangerous enemy, staying in a fight it is bound to lose..
..However, fleeing could be the best option in some cases.
