Think about this: if there were agents inside the building, wouldn’t they have heard someone crawling around on the roof? It’s a metal roof.
It would have been LOUD.
We own several commercial metal buildings. You can absolutely hear when someone is moving around on the roof, even with heavy insulation and foam, even with heavy equipment running.
Anyone inside the building would have heard the shooter on the roof
