The party hierarchy (e.g., top leadership) bears "command responsibility", in purely legal terms (you might not be familiar with that, you need to study). I suggest you read the UN report, will be useful for you.

@geoffreymacdon @USIP CT agencies committed crimes against humanity as per the OHCHR reports. Why shouldn’t those agencies be disempowered? The way you perceive and frame the rise of "Islamism" is vague and you didn’t show any meaningful evidence. Random incidents shouldn’t be used in this context.
