The Canada Industrial Relations Board has issued a decision to impose final and binding arbitration in the negotiations between CN Rail, CPKC & the Teamsters Canada Rail Conference. I expect that railway companies and employees will resume operations at the earliest opportunity.

Not sure if this was such an “open debate” but a one-sided view of C-58, a piece of legislation passed with no documented evidence presented of how it will improve labour relations. Employers would love to be a part of such important policy development.

Replacement workers will soon be banned (Bill C-58). Remember this day when frequent/longer strikes disrupt services on which you depend daily. Remember no evidence was presented to back this policy. Remember the government said they are doing this because “unions asked for it.”

This is a legacy moment indeed. This legislation takes a very stable system of collective bargaining and destabilizes it. We will all remember this moment during future strikes, which will be more plentiful and last longer. A sad day for all those who built the current system.

We passed a ban on replacement workers last night. This is one of the most seminal moments in Canadian labour history. I want to thank all the labour leaders, activists and workers who have worked so hard over decades to finally make this happen.

Once again we must point out the obvious. A union-led advisory table, with no employer voice, runs completely contrary to meaningful tripartite consultation - to which this government says it is committed under ILO Convention 144.

Sat down with the Union-Led Advisory Table this morning for an update on their work. On new jobs in energy. On automation. On the care economy. On retiring with dignity. Workers have always asked us for a seat at the table. Now they have the table.

This bill will have the opposite effect. As the data shows, it will incentivize strike activity and take attention away from the bargaining table where we agree the best deals are made. That means more strikes that last longer. See more at

Replacement workers poison workplaces for generations. Don't settle labour disputes on the backs of workers. Settle them at the table. That’s where the best deals are done.

Yesterday, FETCO filed a formal complaint at the ILO against the Government of Canada for its ongoing lack of commitment to meaningful tripartite consultation. This is not where we want to be. Our objective is to see government return to this approach.

Bill C-58 banning replacement workers is bad legislation for Canadians and is a demonstration of partisan politics crafting labour policy rather than genuine consultation with stakeholders. FETCO explained it on VOCM radio in Newfoundland and Labrador recently.

Yesterday, MPs voted to send Bill C-58 (replacement workers) to the Senate. MPs think they are voting for "workers." They are not. This bill will result in more and longer strikes, which workers (and Canadians) do not want. See facts:

It is Canadians who will pay the price for this poor policy. That will be its legacy. The same policy that 150+ current MPs, including the current Minister of Labour, have previously rejected many times. Evidence-based policy this is not. Disappointing indeed.
