I'm fairly certain the tutorial explains how you need to shove waves, hit towers, hit nexus, in order to win the game.
Regardless of this information being built into the client, masters ~100 LP players do not know this information!

If Tabis weren't strong they would never be worth purchasing. It probably feels bad as a shaco player but riot has to keep shaco weak because he's both easy and insanely frustrating to play against for lower mmr players. This has been their design philosophy for a long tjme.
