The 14th amendment was passed so that former slaves didn't have their citizenship revoked, which is a threat they were facing under Andrew Johnson's administration. This is what is up for debate, whether or the "Born in the US" clause was only meant to be a one time thing to guarantee the citizenship of former slaves or if it can be extrapolated to mean anyone born in tne US. Personally I lean toward the former since other sections of the constitution explicitly give congress the power to pass laws regarding immigration.
