Radar uses RF radiation, which is non-ionizing. It's the same type of radiation as your cellphone, wifi router, and your microwave oven. They can all induce localized heating, but all the evidence we have indicates that they cannot ionize atoms, therefore cannot induce cancer.

I spent quite a bit of time in the military working with portable comms equipment and aircraft comm and radar systems. I've never heard of anyone using dummy antennas for training. We were advised not to stand in front of radar dishes in a "better safe than sorry" kind of way.

This may come as a shock, but myths do get promulgated even in the military. I've seen instructional material which incorrectly explains everything from the trajectory of bullets to how planes generate lift. Explanations often persists if they're inaccurate but "close enough".

You're mostly right, but your definition of cancer is wrong. Yes, thermal damage is a possibility; literally getting cooked. Cooked cells will obviously not function correctly if at all. However cancer is abnormal growth of cells, which is not what occurs when you cook tissue.

No, I'm saying the materials I've seen are objectively wrong. Back when I was a military instructor who didn't know better, I repeated some of those same things to my students.
Over time I learned more and developed a better understanding of the subjects in question.

My claim is based on the fact that RF radiation is non-ionizing, and that literally every high-quality study has shown that non-ionizing radiation does not cause cancer. You could argue that the science is wrong (plenty of cranks do) but that doesn't make my argument anecdotal.

No, we don't have this already. You can turn off your camera any time you want. Those of us who care about privacy can disable them until we choose to use them. That is significantly different than a government mandated camera which you cannot shut off or remove.

It's extremely unlikely at best, and no such cell behavior has been observed when looking at it in controlled experiments. Your suggestion doesn't seem entirely implausible to me, but if it has ever occurred it has to be so rare that it's undetectable for all practical purposes.

The reasoning is that high power emissions can cause thermal damage. Therefore precautions were developed to prevent that. Somewhere along the way someone got it in their head that these same emissions can also cause cancer. That idea then got passed on and never got corrected.
