I advance raising the four payment thresholds to be 25%, 50%, 75%, and 100%. Critics might point out that this would result in two downsides. First, companies are far less likely to employ foreign workers if needed as it would be hard to classify most as "entry-level." However, that is the point. Companies should bring on valuable skilled laborers only if it truly cannot be supplied through US labor markets and provides enough value economically that a high wage could be supported.
