My take on this news is that future CoSs will have to be working RF members. It doesn't change who are the present day ones but does add Edward and Anne, which could mean if CoSs are needed, that only those who are working Royals now would be contacted to help out.

medically the children are theirs if dna proves they are. Surrogacy only means that a woman other than the biological mother carried the fetus to birth. For all we know the RF is aware of the surrogacy but like most family matters doesn't speak publicly about it.
