I would say 2 pages with 12 pt font. But I agree with your point. ALSO all legislation should automatically expire in 20 years. And be not renewable. It might be a good idea but times change.
The fact that this probably has been going on for decades both parties are responsible. The Congress does little in writing the bills. It is written for them and they just sign off. That is the problem with legalese. Lawyers complicate it all. Our Constitution is easy to read and understand. Every bill from now on should be stand alone and be no more than 1 page. These bills should be shown to the public first.
