I would argue Intel peaked in 2011 & didn't know it. That's the year PC volumes & x86 peaked (not withstanding the COVID boost). Arm designs became the dominant volume platform thanks to Apple, leading to shared SRAM for CPU, GPU, NPU, LPU...resetting the performance curve
