It's authorized through Congress and the budget. Issue is, it goes to USAID that then distributes it to all the NGO's all over the world that Congress has 0 oversight over so no one can tell where the money actually ends up once it's sent to these Organizations. A lot of people get rich as they spend most of the money on salaries and infrastructure.
