I don't view it as subtracting too much. The judiciary currently has ultimate discretion over land use regulation. Modern american courts only require the government to prove their zoning regulation is "rationally related" to some "legitimate government interest" - so nearly anything will fly! The goal of PPPA is to secure strict scrutiny as the court's standard of review for constitutional challenges to zoning, the standard they use for other fundamental rights. This is a much higher standard of judicial review, actually the highest, that affords much less discretion to the courts to uphold harmful regulations based on their own whims. In fact, many of our opponents to SB 146 claim that if courts apply this standard, nearly all zoning regulations will be struck down! This is because proving that a zoning regulation is "necessary" and "narrowly tailored" to meet a "compelling governmental interest" in protecting public health, safety, or welfare is a very high bar.
