#M23 is under Rwandan command, so it should be identified as "Rwanda's M23," "Rwanda/M23," or simply "Rwanda," not "Rwanda-backed M23." An army fighting under foreign command is an invading army violating international law. The December 2024 UN Group of Experts on DRC report said, "Every M23 unit was supervised and supported by RDF Forces." #Rwanda #DRC
