A patient-centric record system will not stop a hospital from keeping its own record, and "owning it" but the patient can also "own" it. Its not a brown folder, it can exist in many places at once. Only the citizen can bring all the records together. citizen =point of integration

In USA I have seen very much this in action. Friend could show me complete record on iPhone, could take iPhone & show to another Doctor for a 2nd Opinion, could allow partner to have PIN in case access needed in case of emergency anywhere in the world.
