No it is not, I can hand on heart say that the managers at my trust have been exemplary. Our welfare has been their first priority and have been planning since at least Feb for this. I don’t think any govt could own this. It’s how they fix it they should b measured against

I would say

is mostly suited to example1 not because of poor leadership at trust level but mainly due to

interference/ need . In the modern nhs, not sure example 2 is even possible 🤷🏼 sadly 😞
