In the comics, she is leading the Avengers currently. As for nothing stating that she’ll be a leader alongside Sam, that’s simply because they are marketing his movie at the moment. I am sure we will get more revelations later.

Has decades of experience across the universe with entire planets under her sole protection.. The Avengers team was named after her as well. There is no one more experienced than her.
