I can appreciate these 5 conditions, Ukraine has set for itself given the destructiveness and indiscriminate potential of the submunitions, but I don’t agree with taking sovereign Russian soil off the table of options for their use.

Russia bombed the electric stations in Ukraine. Let the drones hit every transformer filled with oil in western Russia. Simple and cheap task to put out all electricity west of Ural mountains. Let the bombs fall!
