@eshear depends how you define it? eg the zumwalt is a waste, but it prob went through all legal procurement channels. expensive toilet seats on jets are a waste but prob resulted from penny-wise/pound-foolish not buying the ip & accepting oem part restrictions

'incompetent' versus 'malicious'? seems both are unduly pernicious! we got high-speed railed, who knows which prevailed to pile on the debt that will squish us?

@ThatsMauvelous still if 5 days of work produces 6 days of delay, feels like a winning strategy when executive actions/pauses/etc have a limited window?

@kindscribe @kittypurrzog hmm. my impressions are that we'll just end up redoing usaid eventually as a necessary tool in furthering national interests but will have squandered access, domain knowledge, human capital, etc + massive switching costs. regardless, kudos for being able to articulate tradeoffs!
