Israeli minister Amihay Eliyahu (Jewish Power) says the West Bank should become Israel's Puerto Rico, with civic rights but no voting rights for Palestinians. In his view, despite this model's "democratic deficit" it is justified given Israel is "a Jewish state under attack".
