@Joeinblack I appreciate what you are saying, but I believe I read a statistic that 42% of all global aid is funded by USAID. And while private charities do amazing work, 42% is an insurmountable hole to try and fill. Millions around the world who were receiving aid are now at risk.

@Joeinblack How much of these "administrative staff" are actually administrative? I don't see anything on that chart for the rise of Para pros, teaching assistants, IEP coordinators, etc that are working directly with students that didn't exist years ago. More granulated data is needed.
