@MAGAOracle @ProfMJCleveland @k_ovfefe2 According to my reading of this order, so long as the decision is based on actual authority in the applicable statutory, regulatory, or grant terms then they can pause other grants. I do not think the TRO prevents review of grants.

"Neither the TRO (ECF No. 50), nor the Court’s subsequent Order (ECF No. 96) require the Defendants to seek “preclearance” from the Court before acting to terminate funding when that decision is based on actual authority in the applicable statutory, regulatory, or grant terms." Did Plaintiffs' Motion for TRO specify what funding termination was not based on actual authority int he applicable statutory, regulatory, or grant terms? I have not seen any reports yet suggesting that any defunding had occurred as opposed to investigating to identify fraud waste and abuse and whether such funding could be terminated. If anyone knows, please provide sources.
