You don't attack with base conqueror's though - attacking with conqueror's haki IS ACoC, like attacking with armament haki is CoA.
ACoC is just a term the community uses for Conqueror's Coating. Zoro says he put everything he had into the attack, which includes conq haki (ACoC)

Luffy started a fight no one was ready for, Sanji's father figure was taken hostage and his hands were rigged with explosives. A single mistake could have got himself, Zeff, Brook, Chopper, Momo, and Nami killed.

Until Luffy shows he can outspeed a laser or move so fast he's invisible, Sanji has better movement speed feats.
You can argue Luffy's faster in attack speed fairly easily but those two feats scale Sanji crazy high.

Then you go opposite - his flames don't work in the raid suit and definitely don't help him stay invisible. Diable Jambe is a rejection of the Germa genes, which he then reinforces with Ifrit as he steals their upgrades as his own power

They're basically the same feat. Zoro's highlights physical strength, Sanji's highlights his overwhelming speed.
The wings of the pirate king got an almost identical feat against the same opponent within 4 chapters.

Remember that even the Seraphim have to get out of the way when a laser gets shot in their direction. Sanji's durability is waaaaaaay higher than a Seraphim's.
The Japanese onomatopoeia used when Sanji disables Kizaru's laser is something like the sound of a tire or balloon bursting, or the sound of a gunshot. Kizaru's surprised face is more than I imagined.😅
