@RetiredCrimeDog @Acyn Oh, and appropriation law gives Congress the power to specify how much to spend on each program. The president can't move money around. The impoundment act says the Pres will spend the money appropriated.

@RetiredCrimeDog @Acyn The president presents their budget to congress. Then both houses develop the actual budget. They do not approve the Presidents budget. Not positive but I think there was a year Trump didn't even bother.
