Just because the meta doesnt suit lucio right now doesnt make him bad, hes just as unkillable as the rest of the supports, the damage output of lucio is based on you so if its garbage then i have bad news for you, ult charge time is also based on the meta, comp and your own skill

Supoorts need to prioritize who they heal and tracer (as the most mobile dps) is at the bottom of this list, that "single shot" can be the difference between a tank dying or living. Standing still and complaining exposes you as the biggest client especially as a tracer.
