If posturing, this is in line with his public pronouncements in 2011 against talking with the US when he had actually authorized his negotiators to secretly meet US officials in Oman. If a true ban, it’s once again his stubbornness making him the antagonist in his own story.
Negotiating with a government like the US government is not wise, intelligent, or honorable.

13/13 When POTUS first took office, we @CrisisGroup argued he was well-positioned to improve JCPOA. Much has changed, but underlying proposition hasn't: Calibrating means & ends - and with necessary compromises on Tehran's part - a "VNPA" won't be easy, but also not unimaginable.
