Someone may leave after 8 for various reasons. Leave the assumptions. Focus on your own salah. They will still get the reward for coming to the masjid, maybe not the full reward but it is not upon you to call it stupidity
If someone wants to pray 8 rakah he should pray at a place where 8 rakah taraweeh is done,cuz 1 juz is completed within 8 rakah, whereas same is done within 20 rakah, praying 8 where 20 is done is just plain stupidity....
