@TKavulla ...but fewer regional benefits. The affected states might step in and fund the project anyway, even with limited regional cost allocation. (3) Cut a deal and replace litigation risk & potential of higher allocation outcomes with a fixed methodology. Whatcha think?

@fredstaffordcs My lib friends would be glad to get owned by investment in next-generation nuclear by Red States. But remember the enormous clean energy potential located in Red States. It's like investing in railroads to export grain; except we're exporting electrons instead. Good business!

Obviously tons more in here -- and I haven't even touched the backstop siting rule yet -- but this feels like solid progress to me. I'm even quasi-excited about the state negotiation process (don't worry - that will wear off quickly.)
