@BrennanWoodruff @hsgibbons1 @sebatlab But the panic would spread to physicists & engineers performing research not only at universities but private & national labs as well as to corporate administrators of those labs. I can't see a 15% limit on overhead being maintained once the full ramifications are understood.

@hsgibbons1 @BrennanWoodruff @sebatlab Research for other US departments & agencies such as DOD & DARPA follow much the same type of contract rules wrt direct/indirect split of funds. Trying to enforce 15% overhead on all such projects would put all these other researchers & facility owners/admins into a panic.

@sebatlab No matter how you explain it the MAGAs & Musk devotees will say it is too much. If overhead is set to 15% across all public & private owned & administrated research labs then federal research for all projects supported by US departments & agencies (DOD, DOE, NIH, DARPA ...) ends.

@AliRogin @HHSGov The HHS in/direct split for research grants seem to be roughly a standard contract as applied across all federal sponsored programs such as DOD & DOE for work done at state & private facilities. If applied impartially the 15% limit would have huge effects on all US research.

@LauraRBelin Endowments are for student education & public benefit. Not to be raided for indirect costs particularly at public owned schools/facilities as state taxpayers would revolt. This will kill not only NIH but also DOD & DOE research at state owned facilities if applied impartially.

@cmonjussthetip @bugcounter @whstancil I have been a PI at a major university so I know a lot about this! Projects I worked on were funded by DOD/NRL. I've worked at LANL which at the time as administered by UC. I know that Sandia then was administrated by Lockheed. These contracts are all standard.

@cmonjussthetip @whstancil Budgeting for federal research at a lab such as ARL Texas are broken down by assuming 50% PI/research staff salaries & 50% indirect costs for office/lab space & admin salaries that includes secretarial, security, maintenance/janitorial services. UT admin, TX facility owner.

@cmonjussthetip @whstancil Indirect funding of the same basic level are spent for every federal research grant/contract whether the facility is owned/administered by US Department, state, university or corporation and the sponsor is a US agency or Department such as the DOD or DOE.

@AzPinkLady @RpsAgainstTrump Constitution says: Congress makes laws which includes funding. Executive upholds those laws. Judiciary determines constitutional legitimacy of Congressional laws Executive actions in upholding laws. Founders sought division of powers so each did not exceed its powers.

@AnnieAndrewsMD The issue is confused by facility ownership & administration. Facilities administered by state universities are likely owned by the state itself thus indirect costs end up shared by the state & university. Forcing endowments to cover indirect costs will harm students & public.

@noUpside Labs run by corporations I assume have the same type of indirect/overhead costs. For example Lockheed-Martin performed the administration function for Sandia National Laboratory so they would have taken about a 50% cut.
