In general; every owner/GM thinks they are going to turn measurables into a star. Replace "smart football people" with the herd and I think what I'm saying will make more sense. That's another conversation on how GMs get their jobs or what makes them "smart" in you/anyone else's opinion... Incentives are exactly it. GMs are hired to appease ownership and incentivized on the short term for boom/bust. Populist opinion that if you don't have a pro-bowler at QB then you're "supposed" to draft one as high as possible. Once you do that... the guy will play no matter if he's ready or not (because otherwise you admit your mistake already). This also relates to any every position on the football field... a coach might want to play the lower-drafted / lower-compensated player, but the GMs decision could be to play the higher-drafted / higher compensated player to make themselves look better. TLDR; incentive structure means GMs more likely to play the lottery at QB position, reduce their FOMO, even if expected return is lower overall
