How is it a budget thing? What did you want them to do? move Spider-Man to Detroit? Also tears of the kingdom is designed to show the passage of time in a land that was once familiar. Thats the appeal for me personally. Seeing progress and rebuilding on a once destroyed land

I think their game design is fine actually and I prefer it to the modern equivalent. Their issue is that they don’t know how to write good quest lines. They are bad storytellers. Bad writers. New Vegas showed what you can do with the same concept and quality writing.
