This is indicative of Steve having a higher necessary skill ceiling compared, in order to rank top 10, leading to less people having such success on him. Also, smash ultimate being more balanced as a whole, making people feel more liberty in their character selection, meaning less top players are playing Steve % wise compared to meta knight in brawl.
