Europe “dropped the ball” the moment they imagined that a buckbroken vassal gets to have a foreign policy. The only country that gets to have a foreign policy in Europe is France, maybe Switzerland. Everybody else has borrowed arms and borrowed armies, in other words borrowed sovereignty, hence the whole “foreign policy” bit by these states is nothing more than a pretence and being delulu.
