In 9.1.5, our current intention is for all spells that previously had an 8 target cap to only have their damage reduced when striking more than 8 targets. Today, that threshold is 5 in the 9.1.5 PTR, but we'll adjust it in a future PTR build.
This should be clarified - could actually be a nerf to frozen orb damage on 6-8 targets since it used to hit 8 targets for full damage instead of the new 5 targets.

Increasing it past the max of 90, a maximum that has been in place since WoW launched, was not intended. We're working on a hotfix to cap it at 90.

Yes. Our original intention was to require defeating Heroic Zul with a raid of only Hunters. However, there was a bug that caused it to be granted to a few Hunters through unintentional means. In the spirit of fairness, we've made it drop from any Normal or higher Zul kill.
