The strike did not target Houthis but Yemeni infrastructure generally. It is in line with Israeli military doctrine permitting mass retaliation against civilian infrastructure to punish militant attacks ("Dahieh Doctrine"). It is adaption of an old European colonial practice.
Right now in Yemen, the Houthis are paying the price for being an Iranian proxy and launching an attack on Tel Aviv.
