22 students submitted their 10th-class exam forms through Islamic Global School, Padshahi Bagh Srinagar two months ago. JKBOSE rejected their forms due to the school’s non-registration. With exams starting from Monday the students cannot obtain their roll number slips and hence can’t sit for exams putting their careers in peril. It is the job of the government to ensure that unregistered schools don’t operate. It is not the job of the parents. How do parents know whether the school is registered or not. The onus of rescuing the children falls on the government. Please don’t wash your hands off like you do in everything. And neither is it a UT/a state issue. It is well within the powers of the government. The Chairman of JKBOSE can easily intervene and facilitate a partnership with a registered school. Anything to rescue the children.

Strongly condemn the sealing of Jamia Masjid on the auspicious night of Shab E Barat. This is gross interference in religious matters. This religious practice has gone on unhindered for hundreds of years. And faithfuls wait for this auspicious occasion to congregate. In the last thirty years, a new practice has creeped in where, in the name of law and order restrictions are placed on religious events and occasions. This has become chronic in the last five years. Let us hope and pray good old days when there nobody would dare interfere in our religious occasions— come back again.

Can those Kashmiris who weaponised the passport verification systems, who actually facilitated the process of collective punishment shut up for the moment and not spoil the party. A high court judgement has come which can be the start of a process of end of collective punishment. There are three types of Kashmiris. First those Kashmiris who became a victim of this precedence. I am using the word precedence because I doubt there is any written law. I have been a victim and was denied passport for 4 years. Second is those Kashmiris who didn’t have any ties with anybody involved in secessionist activities and hence had nothing to do with it. Third is those Kashmiris who used this law against fellow Kashmiris. Let all Kashmiris know that this passport verification in the Pre 2019 era used to be a state jurisdiction. It was the state police which decided whether to give an adverse police report or a favourable one. And elected governments have used it. It was especially encouraged in the early nineties and then it became a precedence. This non military measure was seen as a deterrent. I don’t think it deterred anybody. But it destroyed thousands of careers and destroyed thousands of families. It took an eminent Judge of High Court, Justice M A Chowdhary to come to the rescue of innocent people. I am sure this judgement is the start and hopefully successive judgements will deliver justice. But the Kashmiri perpetrators should have the decency to shut up and not join the “welcome the judgement” moment. This moment belongs to the victims not the perpetrators.

Their dedication to public health deserves more than just appreciation—it demands timely support. I urge the concerned authorities to release the pending salaries at the earliest and ensure that such delays do not become the norm.

CM sahib has promised that the elected government too will order an inquiry into the killings. Please clarify. Who will probe. CM sahib is only incharge of civilian departments. Even if we had a state, the max we would have would be police. The killings have taken place at the hands of the military establishment. And police as we saw during the turmoil was subservient to military establishment and all central covert agencies Do you mean that not the traditionally subservient police —but a civilian department will probe the military establishment. Will it have the autonomy and the authority to probe military establishment. Did we ever have that authority. Has it ever happened in the past when we had internal autonomy, when we had 370. If it never happened then how can it happen when we are a UT. Why are we lying? Who are we trying to protect ? Same old beaten track. Song and dance performance. Cacophonous din. And the din will drown all other noises.

Killing is a killing irrespective of the source or the context. The killing of the truck driver is a murder. And it being executed by security forces makes it even more heinous. This is a symptom. Malaise lies deeper and is uglier And the malaise is contempt and disregard for Kashmiri lives. Plain and simple.

Irrespective of political differences let us spare a thought for Engineer Rashid sahib who is on a hunger strike. And let us remember hundreds of Kashmiris who are not in their homes with their families but jailed in far off places. Many of them have spent decades in jails, in the most inhospitable and hostile conditions. If yesterday’ hero is today’s villain—- today’s villain can be tomorrow’s hero. That is political evolution. Masses have to drive discourse. Masses cannot be discourse driven.

Endorsement of draft proposal prepared by Assembly secretrait regarding Rules of Procedure and Conduct of Business in the House will be the most explicit and unforgivable ratification of August 5, 2019 changes. It will effectively end once and for all any scope for legal challenge to 5 August changes, in the future. While we dreamt of a an unambiguous resolution by the new assembly rejecting 5 August 2019, and that becoming a reference point in any future legal challenge —-now we have a shocker. The same Assembly is being used to bury any such chances of legal challenges in the future. The present assembly reflecting the will of people of J and K, will now be remembered as the endorser not the rejector of August 5 2019. The Assembly which we thought will be the voice of people of J and K is now a shameless rubber stamp of the perpetrators of August 5. The ruling NC led government purposely constituted a Committe which had 7 ruling alliance members and 2 BJP members. There was no one from the Kashmir based opposition parties or MLAs. This committee endorses all changes made on 5 August 2019. By virtue of this draft— they even take away references to J&K Constitution and bills governing permanent residents from the Rules. Such a cruel joke at the expense of people of Kashmir. Let me briefly summarise the NC BJP covert agreement to endorse and normalise 5 August 2019. First they script the context. NC starts the “ all are BJP” discourse. Second, the BJP mysteriously behaves in a manner which endorses that discourse. The discourse is strengthened and then elections are announced. While the people of J and K to some extent subscribe to the “ all others are BJP” discourse, the agencies led by a retired old war horse in uninterrupted engagement with the NC from the last 3 years, ensures total compliance of the agencies in favour of NC. This 42 seat lottery is a gift in order to endorse. The NC is the master endorser of all the changes that Delhi had brought in. Remember the older gifts in lieu of endorsements. 1975 gift of government with no MLAs to endorse erosions from 1950 to 1975. 1996 gift of government on a platter by conducting an exercise of selection in Kashmir and calling it election. That was to endorse the killings and acts of violence committed by the state. And now 2024 gift to endorse changes made on 5 August 2019. It is a curse to be an MLA of an assembly which will be remembered for endorsing 5 August.

Kashmiri contractors on a sit in protest, outside the office of Chief Engineer PHE, for unpaid bills And government is in shameless slumber. Nobody had the courtesy to even visit them. Those who begged them for votes are busy gifting shawls against whom they sought votes.
