🚨In professional news.. I’m delighted to be the new director of
@IPPRNorth
. Regional inequality is firmly on the agenda but there is much more to do. With the brilliant team & partners across the North & beyond, I can’t wait to see what we can achieve.
Lots of push back to HS2 says “money better spent elsewhere in the North”. This doesn’t work:
1. Central government doesn’t automatically reallocate funding
2. Gov not committing to reallocation
3. HS2 to Manchester infrastructure supports Northern Powerhouse Rail
Exactly this - we need to put levelling up funding figures into context.
North saw £346 cut per person in decade to 2018/19 (
@MarcusIPPR
)
Levelling up fund round two is £22 per resident in Yorkshire & Humber, £41 in NW England & £47 in NE England.
no conversation about the £2bn round 2 of the levelling-up fund should ignore the cut in annual government funding to councils from £41bn to £26bn since 2010
According to our
@IPPRNorth
research 75,000 council assets at an approximate asset value of £15 billion are estimated to have been sold since 2010. Turbo-charging this process is beyond short-sighted. One off capital receipts & no fix for ongoing public service delivery 👎
Exclusive from us this morning. The government is quietly advancing plans for a major loosening of council budget rules to allow them to sell assets en masse to avert a wave of bankruptcies
Today
@IPPRNorth
publish State of the North 2023. To reinvigorate the levelling up debate we take inspiration from Japan, Germany, Spain & Sweden. Levelling is possible & a choice. Brava
@MarcusIPPR
&
@hutt_hannah
.
✍️ I’ve started writing a monthly op-ed for
@NewStatesman
on the UK’s defining policy issues.
First up, out today, argues that long & heathy lives will be the ultimate indicator of levelling up.
Shadow Chancellor
@johnmcdonnellMP
@UKLabour
commits to:
➡️Ending in work poverty
➡️Full restoration of union rights
➡️Reduce working week to 32 hours (removing EU working time directive opt out!)
➡️Ban zero hour contracts
“We should work to live not live to work”
I'm delighted to say that I have accepted an invitation to become a
@UK_2070
Commissioner under the leadership of
@SirBobKerslake
&
@_judithblake
, alongside a stellar group of regional inequality experts. Looking forward to more
@IPPRNorth
UK2070 collaboration.
It’s reassuring that
@UKLabour
have recommitted to their £28bn green investment pledge. It a cornerstone of meeting climate goals & regional growth.
Great write up of our 2023
@IPPRNorth
State of the North report by
@markbrown14
for
@guardian
. We cannot escape the fact we have devastatingly low public & private investment in the UK but particularly in the North.
Looking forward to speaking on
@BBCr4today
tomorrow at 6.50am on the levelling up fund announcements due tomorrow. If today’s reports are true, the government will need talk about levelling up funds without saying ‘levelling up’? Unlikely.. Analysis to follow!
Really excited to be launching a
@IPPRNorth
@IPPR
major project to design a progressive blueprint for levelling up, at a critical time for the agenda. Please do get in touch if you’d like to take part.
📢 Levelling up is due an upgrade 📢
Today we announce that together with
@IPPR
, citizens, & collaborators across the country, we are designing a blueprint for progressive levelling up ⬆️
🚨 In other news I'm delighted to have moved into the role of Co-Director
@CentreProPolicy
alongside
@bjafranklin
whilst the mighty
@calldritt
takes maternity leave. Please do get in touch if you think we should be collaborating, coordinating, or other!
Levelling up is in limbo thanks to Westminster chaos. The irony is not lost! But whoever the new PM will be, they must remember that reversing the UK's long-standing, chart-topping regional divides is the inequality the public is most concerned about. We are ready to rebuild.
Great to speak to
@Channel4News
on State of the North 2023. The scale of public & private investment in the North is internationally bottom of the pack (UK doesn’t fare much better). Welcome positivity at Convention of the North today 👉 supporting action on investment needed.
Does the way wealth is currently taxed entrench regional inequality? You bet! Watch out for new
@IPPRNorth
@IPPR
report out tomorrow explaining what changes are needed…
Great profile piece in today's
@FT
@PickardJE
outlining how the policy agendas developed & championed by our teams
@IPPRNorth
@IPPR
are now being taken forward by Labour in government. Proud to be a part of the progressive movement.
📢 We are delighted to announce that
@zoe_billingham
is the new director of IPPR North📢
Now is a crucial time to be bold for the North & regions. We need to build a future that involves, works for, & is accountable to local people 💪
This is our mission with Zoë at the helm 🌟
The traps are being set to make austerity look like the necessary, default option. In fact, we have fiscal space not a "fiscal hole". Clear thinking from
@carysroberts
&
@carsjung
on how we can stabilise the economy without making cuts to public services & investment.
🚨New report launch🚨
After turmoil caused by the 'mini budget', it's time to rethink sensible fiscal policy.
Our new paper challenges the idea that spending cuts are inevitable & sets out a blueprint to stabilise the economy + support public services.
It’s the year of political manifesto writing for the next general election. Read my latest for
@guardianopinion
@guardian
on the commitments needed on transport in the North.
Transport is the backbone of levelling up. Northern Powerhouse Rail needs a full commitment from the PM & new transport secretary
@Mark_J_Harper
. It’s time to deliver.
Does anyone know of analysis/publications which assess how far northern cities are from being 15 minute neighbourhoods? Grateful for links if so, or if not, I would really like
@IPPRNorth
to work on this..
The difference in healthy life expectancy between places is shocking. In many cities in the North & the Midlands the *average* person will start suffering from poor health years before they retire. I'm proud that today
@IPPR
announced new work to find what must be done next.
We need a new approach to health policy that doesn’t see it as a budget line to be minimised, but rather as the keystone of a fairer, stronger economy
We know that a fairer country is a healthier one, and a healthier country is a more prosperous one
Congratulations
@AngelaRayner
, now Secretary of State for Levelling Up, Housing & Communities & Deputy Prime Minister. We look forward to working with you in government on all aspects of regional development.

🚨 Some personal news... today is my last day at
@CentreProPolicy
after a brilliant (almost) 4 years. I joined
@calldritt
& the team soon after CPP was founded & there have been many personal highlights along the way. In order of appearance...
There are far better reasons to invest in the UK than tax breaks. It’s not surprising that
@hmtreasury
are now reviewing the number of investment zones across the UK based on potential loss of tax revenue.
Really looking forward to speaking at Convention of the North 2023 tomorrow in Manchester, as well at the launch of
@IPPRNorth
's annual State of the North Report. Another big day for levelling up..
Tomorrow Manchester welcomes over 1000 political, business and community leaders from across the whole of the North, for The Convention of the North.
A confident and bold north speaking in one voice to realise our potential.
If you’re not there catch the live stream 🖥️
Regional divides in health & wealth are surely the starkest of indicators of how our country & economy is not wired to serve us all equally. Great that
@IPPR
’s health commission is focused on how healthy life expectancy varies across regions.
The evidence is ever clearer: a fairer country is a healthier country, and a healthier
country is a more prosperous country. Yet, we are getting sicker and poorer.
Better health needs to be a keystone of the UK’s economic recovery.
I’m back
@IPPRNorth
after seven weeks of leave. If you’ve been in touch over this period & you’re yet to get a response, please do (re)forward your message or email & I’ll respond as soon as possible. Great to be back 🙌
Great
@guardian
coverage of our new
@IPPRNorth
@IPPR
report out today, Parallel lives, on the need to refocus the regional rebalancing agenda that citizens still want & expect to happen
@RobynVinter
Gove goes big on need for investment & local power to level up in his Convention of the North speech today, referencing our latest
@IPPRNorth
State of the North 2023 report. New commitments to come then, surely?
A friend showed me the waterfront transformation of Düsseldorf & I easily thought the before shot was a photo of Liverpool.. imagine the possibility of a green waterfront! 🍃
Levelling up in the North is on life support - but it doesn't have to be this way

So
@michaelgove
is back as Levelling Up Secretary of State. It’s time to prioritise the levelling up missions, make them binding & accountable across government & put some Treasury clout behind them. Long live levelling up?
Perhaps closing the gaps in healthy life expectancy should be the ultimate indicator of successful levelling up? Pre-pandemic there was a 16 year gap between local authorities. Life expectancy gap growing says

Our 10th annual

State of the North is published today. As we look ahead to next decade, it’s time to crank up the action on health, wealth, power & opportunity in this big election year.
There must be no going back on levelling up. Read my latest for the
@NewStatesman
on what the government should be doing better following the
@CommonsPAC
report on levelling up funding last week.
I’ve written a piece on upgrading levelling up. There’s a lot going on right now, but we must maintain momentum. Thanks to all of you who have been in touch on our new project, to help breathe life back into a critical agenda.
Good to speak to
@annabelvtiffin
on
@BBCNWT
this morning on
@IPPRNorth
’s State of the North report. Cross political consensus on need for a more mature relationship between local - central government, esp. on funding. Transparency, clarity & certainty needed to boost investment.
Great to speak to
@bbcnickrobinson
on
@BBCr4today
on if the PM is right to now pivot focus to towns. Politically savvy but we mustn't forget that the fate of many towns & cities is interconnected. Plus much of what is being proposed is what LAs used to be able to afford to do..
“No compelling examples” of delivery from more than £10bn in levelling up funds, some of them dating back to before this parliament, according to the public accounts committee. Just 10% has been spent on the ground:
It was great to speak with
@Marthakearney
for
@BBCr4today
At Labour conference about how investment zones won’t be enough to level up. Tune in this morning from 8:40.
New study shows people in just this small part of Notting Hill received as much in capital gains as everyone in Liverpool, Manchester, and Newcastle combined. Our tax system is ridiculous.
To make a success of levelling up, the government can no longer take with one hand & give with the other. Our cost of living crisis totally undermines the government’s own levelling up goals. Read my latest for the
@thefabians

Brilliant to host so many of our northern colleagues, partners & beyond at

This evening we’re celebrating the potential of the North as the Net Zero Powerhouse 🌍
Our director
@zoe_billingham

It was quite a ride to go back through
@IPPRNorth
’s 20 year history for a new birthday blog post.. from the credit crunch to the cost of living crisis we’ve had more than our fair share of obstacles to rebalance our regions. But our mission remains clear.
Great to speak to
@itvtynetees
about our new
@IPPRNorth
@IPPR
project on progressive levelling up & why it's so important now, especially for the North East. News on at 6pm!
Thanks to
@CFraserBBC
for hosting me on
#TheContextBBC
last night. We discussed the Georgia Senate runoff through to climate change & the changing nature of the high street - no stone unturned!
It was sadly inevitable that councils were going to have to "choose" to put council tax up by the full 5%. They essentially have no choice given their financial dire straits, but risk facing the political heat for the decision anyway.
Today we published a breakdown of

this evening on the u-turn by Liz Truss & team over regional pay boards. It's a relief, but also concerning to see support for policies that level down the UK. Impressed by the response by our northern colleagues & beyond. Onward!

It was good to tune in live from Convention of the North for
@BBCNews
this morning to discuss where we are asking government to invest. Transport, skills, housing. The backbones of levelling up.
If the North had seen the same investment as the OECD average over 5 years, it would have received a staggering £195 billion more

Very promising to see

calls to broaden & deepen current MCA offer, alongside bus franchising at LA level & support for community energy projects.
Great article on why we are seeing a fall in voter turnout & its implications referencing work of
@pathwithanr
@IPPR
. I agree that it’s anger at the system, not apathy, which is leading people to think voting ain’t worth it.
This is really strong from
@FT
editorial board who clearly understand that investing in our regions is how we grow the UK economy. Onto the Budget..

The North East of England will rightly be looking to Liz Truss to take action on government's mandate to level up the country. Will she deliver (deliver, deliver)? Good to speak to
@itvtynetees
for the 6pm news this evening on what must come next.
Levelling up is in limbo. Candidates to be the next Prime Minister must make action for the North and regions like it a priority.

Reducing regional inequality remains the right agenda for the new Prime Minister. It is also still the government's mandate, as well as what the public want.
