I think bike riders and pedestrians need to drive around at night around other pedestrians and see things from a driver's vantage point before blaming drivers for every problem. Dark clothing on a poorly-lit road makes it hard to s see you even if we are paying attention.

The simple solution is, stop buying clothes you'll only wear once or twice. Make it normal to buy clothes you'll wear on a regular basis for years or until you outgrow them.
Likewise, make it normal to own a car or a phone until even repairing it won't keep it running.
