Tapper asks Pelosi if she failed to meet the standard she set for impeachment because she said earlier this year it must be bipartisan.
"No, I'm saying the Republicans have failed to meet the standard of honoring their oath of office," she said.
Vice President Harris ceremonially swearing in Shalanda Young as the permanent White House Office of Management and Budget director.
Young, the first Black female budget chief, had already been serving in the role in an acting capacity for nearly a year.
BIG: After winning one of the DPCC co-chair slots,
@LaurenUnderwood
becomes the first Black woman elected to House Democratic leadership since Shirley Chisholm in 1977.
🚨 I'm hearing that at least 8-10 moderate House Democrats are privately expressing willingness to vote against the budget resolution if Pelosi does not schedule a vote on the bipartisan infrastructure bill first...
Pelosi says House Sergeant at Arms Paul D. Irving has told her he plans to submit his resignation. She calls on Capitol Police Chief Steven A. Sund to do the same.
"Mr. Sund, he hasn't even called us since this happened," she said.
First big 🔥shot thrown during first Hoyer/Scalise colloquy. Scalise points out that Trump was elected on promising to build a wall. Hoyer responds by mentioning the more recent election:
"That’s why I’m the majority leader and you’re the minority whip.”
In follow up Tapper asks if she's willing to proceed with a House vote to impeach Trump if no Republicans will support it, and she basically confirms yes by noting she ordered the drafting of articles (i.e. the House will vote on them).
Rep. Dan Crenshaw, worried about a repeat scenario where the Republican speaker nominee cannot get 217 votes, said he is "socializing" an idea to change the rules on the floor to only require a plurality to win the speaker election, versus a majority.
That change would require

@RepDebDingell
&
@AnthonyBrownMD4
introduced legislation to fine members $1,000 if they refuse to wear a mask on Capitol grounds.
“We’re done playing games. Either have some common sense and wear a damn mask or pay a fine. It’s not that complicated,” Dingell said.
HUGE: Judiciary Chairman
@RepJerryNadler
and Foreign Affairs Chairman
@RepEliotEngel
both voted AGAINST tabling Green's articles of impeachment.
Both have not yet publicly said they support impeachment but this is an indication that they actually support it.
Dem defections looking minimal. Progressive Caucus Whip
@IlhanMN
out with statement noting the covid relief package "is a collective failure in helping Americans in their time of need," but she plans to support it "as a down payment for a more just and humane pandemic response."
No SALT, no deal is no more.
@RepJoshG
&
@MikieSherrill
put out statements expressing their support for the reconciliation bill, joining
@RepTomSuozzi
in letting go of their SALT demands since the measure doesn't increase individual taxes.
Rep.
@RoKhanna
tells me if the White House can agree to Democrats' national testing strategy, his party should accept a deal.
“We have a moral obligation to do something. We are the party that stands for the working poor.”
... This comes as Pelosi reiterated on a Democratic Caucus call Wednesday her plan to hold the bipartisan infrastructure bill until the Senate passes a $3.5 trillion reconciliation bill.
“I am not freelancing. This is the consensus,” she said. ...
Shutting down the border “is an applause line, not an idea,” Pelosi said.
Regarding Trump’s plan to cut off U.S. aid to El Salvador, Honduras and Guatemala, Pelosi said, “Stiff competition mind you, this is one of his worse ideas,”
Lady, you bought a multimillion dollar home a block from the Capitol within six months of getting elected and then lied to press about living in your office. Please.
Schumer gets UC to adopt a resolution to award Capitol Police Officer Eugene Goodman the Congressional Gold Medal.
Unclear how House will respond, since Pelosi is pushing a different resolution to award the medal more broadly to all Capitol & DC officers who responded on Jan. 6.
House passes $1.9 trillion coronavirus relief bill 219-212.
2 Democrats voted NO:
Jared Golden of Maine
Kurt Schrader or Oregon
Otherwise party-line vote
Some unfortunate personal news:
I was laid off from my job at CQ Roll Call on Friday after 8 years.
My position of congressional leadership reporter was eliminated, along with others at FiscalNote.
I'm in the market for a new congressional reporting gig, so please send leads
Speaking at the Republican National Convention, starring in a HBO documentary and helping outsiders win FL primaries,
@mattgaetz
continues to build a national profile.
I talked to him about all this and what's in store for his future.
BREAKING: CBO says the reconciliation package would reduce deficits by $101.5 billion. They estimate the $80 billion in mandatory IRS funding would produce $203.7 billion in revenue but that's not counted in the official score.
House passes bill boosting stimulus checks to $2,000 as Trump requested.
Vote was 275-134 (meeting 2/3 needed for passage under suspension)
44 Republicans voted yes
2 Democrats voted no
Our story here will be updated with all this momentarily:
“I'm sure I could have someone on my staff pick me up every day, but why put someone through all that hassle if I have public transportation 10 minutes away from my house.”
@ChrisMurphyCT
told
@AlexGangitano
back in 2016.
Senate Budget Chairman Bernie Sanders had a 20-minute discussion with reporters this morning on reconciliation, following a one on Wednesday, where he continued to criticize Manchin & Sinema for not being willing to compromise. But he's not budging from his position either.
... That's the consensus among progressives, dozens of whom are prepared to vote against the bipartisan infrastructure bill until they get a reconciliation bill they like.
But as I've already reported, moderates are pushing back, leveraging the budget:
Ten Republicans voting YES to impeach Trump right now:
Liz Cheney, WY
Anthony Gonzalez, OH
Jaime Herrera Beutler, WA
John Katko, NY
Adam Kinzinger, IL
Peter Meijer, MI
Dan Newhouse, WA
Tom Rice, SC
Fred Upton, MI
David Valadao, CA
BREAKING: House Democrats on Wednesday officially elected New York Rep. Hakeem Jeffries as the next minority leader by unanimous consent, making him the first Black lawmaker to lead a congressional party caucus.
NEW: Manchin says he's not talked to Sinema about the reconciliation deal and that he's not willing to lose the provision to change the taxation of carried interest, which she has previously opposed.
“The only thing I was adamant about was the carried interest."
The House will vote on whether to expel New York GOP Rep. George Santos by Thursday now that a Democratic congressman has teed up a vote on the measure.

@stephen_neukam
Democratic leaders have already announced plans to bring the House back the week of August 23 to adopt the budget so they don't have a lot of time to wrangle the votes.

SCOOPLET:
@RepCartwright
tells me he is running for battleground leadership representative if the Democratic Caucus adopts a rule change adding that post.
Rep.
@SusieLeeNV
submitted a proposal to create the battleground leadership position; the caucus will vote on it this week.
I don't understand why so many outlets are reporting on these separate Ethics matters as a single story, because it leads to dangerous tweets & headlines like this.
Kihuen allegedly sexually harassed people. Meadows did not, as is implied from headline. His former staffer did
The House Ethics Committee admonished two male lawmakers -- Republican Rep. Mark Meadows and Democratic Rep. Ruben Kihuen -- related to investigations of alleged sexual harassment
SAA staff confronted
@mtgreenee
and another member about not wearing masks on the floor and there's some commotion on the GOP side of the aisle over this. They've still put the masks on but they've not been forced out of the chamber.
"Stay tuned," Speaker Nancy Pelosi said to repeated questions about whether she intends to allow Trump to deliver his State of the Union address Tuesday from the House chamber.
There's a battle brewing over how much scrubbing of the Mueller report is appropriate before its release to Congress and the public.
Barr has already said DOJ is reviewing for necessary grand jury info reactions but Dems want that included via
@RollCall
I am this reporter. I asked Manchin a few BBB questions, which he answered, and tried to ask another about whether his support for universal pre-K extends to the child care subsidies for other children under 6 who are not enrolled in pre-K. Couldn't even get the full question out
BREAKING: Pelosi affirms this term will be her last per a term limit agreement she made two years ago.
“What I said then is whether it passes or not I will abide by those limits that are there.”
“If my husband is listening, don’t let me to have to be more specific than that.”
@realDonaldTrump
“My district, we’re very conservative, so if he gets me out office, he’s going to get someone more conservative,” Rep. Scott DesJarlais said
I agree. I think Manchin's "no" is meant to be a wake up call to Dems who were just trying to make tweaks around the edges that they need to go back to the drawing board if they want to get him to support the bill.
I have long said that big, controversial legislation first has to die* so that it can live. I still think that’s what’s going on here. Dems have been unwilling to make major changes for Manchin. Now they’ll pick up the pieces and do just that.
* sometimes multiple times
Pelosi just issued a statement asking Judiciary Chairman Nadler to proceed with articles of impeachment.
This has been a given for a while now so no real news. Pelosi did not say when articles would be marked up or hit the floor.
.
@LeaderHoyer
asked unanimous consent to pass
@RepRaskin
's resolution calling on Pence to use his 25th Amendment power to mobilize the cabinet and remove Trump from office.
@RepAlexMooney
objects.
Roll call vote planned for tomorrow.
@freespeak3
First of all, it's a tweet. Second of all, did you read the whole thread? Because I link back to a story I wrote on this exact same topic with on the record comments from a lot of members. It's not a rumor coming from no where.
.
@RepJerryNadler
officially introduces House companion bill to
@SenFeinstein
's Keep Families Together Act with nearly the entire House Democratic Caucus co-sponsoring it.
Kevin McCarthy will soon become the second U.S. House speaker in history to face the congressional equivalent of a recall vote.
But his allies (and even some of his antagonists) believe he'll survive it.
w/
@stephen_neukam
“I'm not voting for reconciliation,”
@RepSchrader
said, confirming that applies to both the budget resolution & actual reconciliation bill. “I think the reconciliation process is completely unwarranted. I'm not going to vote for $5 trillion of spending."
Senate Judiciary Chairman
@SenatorDurbin
said Democrats are "trying to" keep green card recapture provisions in the bill.
Everything Dems want gets sent to parliamentarian for scrubbing but what matters is what GOP challenges and what the parl decides after bipartisan arguments
Senate Judiciary ranking member
@ChuckGrassley
on whether GOP will issue a Byrd challenge to green card recapture:
"I don't know for sure. But I assume so. I can assume that there's going to be every opportunity we can take to raise questions that aren't strictly money or taxes"
Rounding out the day, California Rep.-elect Robert Garcia was elected freshman leadership representative by acclamation.
Garcia is the first LGBTQ immigrant to win a congressional seat. His win will help ensure the LGBTQ community is represented, as Cicilline wanted.
@realDonaldTrump
"Let’s be careful about shooting the messenger here,” Rep. Sanford said, adding,
“I always found that carrots were much more effective."
@realDonaldTrump
@RepDaveBrat
DesJarlais, getting on team: “We’re elected as Republicans to put forth good conservative policy & I’m board as soon as we start doing that”
Republicans already weren't thrilled that Leahy, as a juror, was going to be presiding over this trial.
Spat over Lee's motion to strike an "inaccurate" part of the record involving him and Leahy's ruling (handed to him by staff) not actually addressing it, won't go over well.
New: Lots of behind the scenes details as Republicans face down a debt limit crisis. Speaker Kevin McCarthy has told colleagues he can't rely on Majority Leader Steve Scalise and has described his Budget Chair Jodey Arrington as incompetent. w
@anniekarni
The squad --
@AOC
,
@AyannaPressley
,
@IlhanMN
&
@RashidaTlaib
-- all voted against the rule that set up the speedy debate on the bill.
If they did this next Congress, with their other incoming members and the narrow House margin, they can defeat such rules. Process matters.
This is why Congress needs time to actually read this package before voting on it.
Members of Congress have not read this bill. It’s over 5000 pages, arrived at 2pm today, and we are told to expect a vote on it in 2 hours.
This isn’t governance. It’s hostage-taking.
Schumer says bipartisan Byrd bath meetings with the parliamentarian on the reconciliation package will occur throughout the week as work continues to get the bill passed before Christmas.
My free idea for House Republicans: Send everyone a roster of the entire conference and have them put checks next to the names of members they would support for speaker.
Anyone who can get 217 gets puts up for nomination.
Sen.
@JimInhofe
tells pooler
@seungminkim
that the House managers' presentation is getting repetitive, to their detriment.
"To me they're losing credibility the longer they talk," Inhofe said.
Me: Any update from the parliamentarian on the immigration provisions?
@SenAlexPadilla
: "I wish there was."
Me: Do you know when her decision is going to be coming?
Padilla: "I wish I did."
After McCarthy, who is in a battle to get the votes needed to be elected speaker, gave a slightly more than 20-minute floor speech lambasting the omnibus, McGovern stood up and said:
"After listening to that, it's clear he doesn't have the votes yet."
Clyburn on MSNBC earlier said
impeachment will give Trump what he wants in that he can make history (the first president to be impeached twice).
"He seems to want to do things that never have done before, and so let's accommodate him to this extent," Clyburn said.
This is a bold faced lie. Several members/sources said there were groans and muted boos to the Sanford comment.
I showed
@Raul_Labrador
this tweet and he said, "That's ridiculous."
Had a great meeting with the House GOP last night at the Capitol. They applauded and laughed loudly when I mentioned my experience with Mark Sanford. I have never been a fan of his!
UPDATE:
@Jim_Jordan
’s investigative counsel, Steve Castor, now a shared staffer btwn Oversight & Intelligence panels.
Significance: Nunes can yield his largely unlimited time to Castor.
Jordan only has 5 mins but can feed to Castor & shadow run the show
Schumer tested positive for covid and will be working remotely this week.
Leahy is still out too, meaning Democrats are two votes down this week.
Another reminder of fragility of the 50-50 Senate.
Congress will focus much of its year-end attention on aid to war-torn allies Israel and Ukraine, but GOP demands over U.S. border and migration policies could slow or even derail negotiations.
“All he has ever wanted in the negotiation is to send out a check with his name printed on it. … He’s just again rebounding from a terrible mistake that he made yesterday, and the Republicans in Congress are going down the drain with him on that,” Pelosi added.
Sources confirming paid leave is out of reconciliation due to Senate opposition but Gillibrand is not giving up:
“Until the bill is printed, I will continue working to include paid leave in the Build Back Better plan,”
@SenGillibrand
said in a statement.
First Republican to speak out against Trump calling off covid relief negotiations.
Katko represents a district Clinton carried by nearly 4 points in 2016.
New GOP member calls out fellow Republicans for lying about the election results, which led to the riots yesterday, and then lying about the people who stormed the Capitol.
"They lied. They deceived."
Yesterday’s assault on the Capitol didn’t have to happen. Politicians who spread the lies that incited this violence bear responsibility. Politicians who continue to lie in order to shift blame and falsely claim this was Antifa or BLM, are contemptible. More thoughts:
We're now into the Democratic Policy and Communications Committee races. This is the caucus messaging arm.
Dems voted yesterday to again change leadership structure and return to one chair and three co-chairs.
@JoeNeguse
was just elected chair by acclimation. He was unopposed
House Democratic leadership elections day 2 are underway.
Clyburn was elected assistant leader by acclimation after Cicilline dropped out of the race.
Cicilline gave a moving speech to the caucus about the importance of LGBTQ representation.
“It’s hard to see any clear, sane path on anything that he’s doing,"
@SpeakerPelosi
says on The View of Trump ending covid relief negotiations but then calling for standalone bills on stimulus checks, airline aid and PPP. "But the fact is that he saw the political downside..”
Not sure I'd characterize 34 Republicans voting with all House Democrats as "great" for Trump after he tweeted yesterday to urge GOP members to vote against it
Great Republican vote today on Disaster Relief Bill. We will now work out a bipartisan solution that gets relief for our great States and Farmers. Thank you to all. Get me a Bill that I can quickly sign!
.
@davidcicilline
with a message to Republicans: "Wake up. Stop thinking about running for reelection. Stop worried about being primaried. ... All you have to do is look at the evidence before you because it will leave you with one answer. This president much be impeached."
Pelosi in Dear Colleague letter says House committee chairs are working on coronavirus relief legislation "as a basis for reconciliation, should that step be needed."
She said Dems "hope and expect" GOP support but "will not take any tools off the table" to get the package done
Good thread from Khanna on how many Dems probably view this deal -- although most of them won't publicly admit they could've gotten a better deal before the election.
This is an urgent lifeline & I’ll be voting yes on the package.
But it’s far less than we need, and far less than we could have gotten earlier this year.
Trump has now commented on both
@DebbieLesko

@EliseStefanik

Hoyer hints at possible House action against
@replouiegohmert
:
“That a member of Congress would suggest that people ought to go to the streets and be as violent as some other group is absolutely astounding, extraordinarily disappointing and worthy of sanction by the Congress.”
Some of the Republicans who voted YES on postal bill:
Bacon
Balderson
Bost
Buchanan
Davis
Fitzpatrick
Fortenberry
Graves (MO)
Herrera Beutler
Hurd
Joyce
Katko
King
Lamalfa
McCaul
Reed
Smith
Stivers
Upton
Van Drew
Wagner

Hoyer told Democrats on a caucus call this afternoon that if the $2,000 check bill fails under suspension, which requires 2/3 support, leadership will bring it back up under a rule, which only requires a simple majority.

What does this mean? ...
CORRECTION: Texas Rep.-Jasmine Crockett was elected freshman leadership representative, not Garcia. He was elected freshman class president, which is not part of the leadership team.
